The Lady Hatsuharu Tomoko (for general use)
The Akanese people, people who are characterized by "yellow" skin, dark hair and slanted eyes, originally lived in the east.
The land that is now called Mordor was once called Akan a very long time ago. It was a beautiful land, filled with trees and green woods and fertile soil.
Until Mount Doom, then called Mt. Akinori, erupted for the first time. Hot magma flowed over the land, scorching it, burning it, killing it. After the great disaster, the land was barren and hostile, not fertile. Only the most wretched beings could possibly survive there.
The few surviving Akanese left. They tried to find a home among many different civilizations, but where ever they went, they were discriminated against and rejected. Now the Akanese roam the land, never staying long in one place, earning money by telling fortunes in tea leaves or gazing into bowls of water or preparing special Akanese ointments that would heal the sick or wounded.
Some Akanese have made it their job to support the old ways, to protect and guard the secrets. The ways before the Great Death. These are called the Takeo. They are greatly feared because so little is known about them. The Takeo are widely known to be warriors that dress all in black, showing only their eyes, and carrying strange weapons, like a sword-like blade called a katana, or strange star-shaped throwing blades called shuriken.
Few people know that the Takeo are not only warriors, but herbalists, artists, and historians. They believe that one day Mordor will turn back into Akan, and that they will be able to resume their old lives. The Takeo want to be ready for that.
One student of the Takeo was different, however. Hatsuharu Tomoko. (It is the tradition of the Akanese to put the surname first.) Tomoko, or Tomo, was trained by the Takeo, but she left them when she was fifteen.
Tomo was smart. She knew that the Akanese were not united and too spread out to be able to take back Akan, should it ever grow fertile again. She knew that obnoxious, greedy Gondor would make a grab for it, probably killing any Akanese that attempted to resist.
So Tomo became a spy, traveling alone from Akanese camp to Akanese camp all over Middle Earth. She gained a great many contacts and other spies who reported to her. Soon, Tomo had a vast network of spies.
Then Tomo became more ambitious, and she started making friends with Men, dwarfs, even a hobbit, and they reported to her as well.
It has been five years since Tomo left the Takeo. She has since worked to create some semblance of government and authority among the scattered Akanese. She has put an Empress on the throne, though, granted, that throne still moves from place to place. The Empress Shizu has given her the title of Lady, and Tomo has created and helped to keep stability among a migrating and separated people for a very long time.
Tomo is not without enemies. Some of the most notable include Saruman the White, Galadriel Lady of Light, King Theoden of Rohan, Denethor the Steward of Gondor, and Aragorn heir to Isildur.
Tomo is short, like most Takeo warriors. She very rarely wears her full battle uniform (in all black, showing only her eyes with concealed armor) unless she is going to participate in a real formal battle. She also rarely wears her formal court clothing, a robe-like dress called a kimono accompanied by the traditional large hair-do and traditional white face-paint. Most of the time, Tomo prefers to wear a simple gray/blue workers uniform. Her hands are wrapped with white bandages to keep them from being damaged if she has to swing from something, climb something, or punch something (or someone.) The bandages also help keep her hands moisturized!
Other than that, Tomo looks like most other Akanese.
